The awarding the control of the captial to Vangaurd of Valkyrie does not match the description:
"When a guild has the highest influence in a Region and over 10% it becomes the Ruling guild & controls the region".
They did not have the highest influence in the region, they where #2.
So the "mistake" is either:
1) Awarding them the capital when they where not the highest influence; OR
2) The description.
A description of the actual situation appears to be:
"When a guild has the highest influence in a Region, of those guilds that have the ability to control that territory, and over 10% it becomes the Ruling guilds & controls the region".
Likewise, it will be interesting to see if in 4 hours & 45 minutes (end of this cycle), if they lose their capital [if they are not the highest influence; but are still the highest influence of those guilds that have the ability to control that region].

From a game point of view, the description, as given, lets a level 1 guild, believe it can race for a capital with a higher level guild.
As long as it can stay ahead in influence; it can, then later, gain control (without the other guild gaining control) when it has the resources to upgrade & control the region.
There are political reasons for this; since once a guild gains a territory, the political situation changes its no longer considered just a race; but a guild "attacking another guild".
Thus had Vanguard of Valkyrie not been awarded the region; The Outsiders could have kept up the race [if it could stay ahead]; until it could become a level 2 guild & control the region.
Thus, the actual implementation of control & influence (can you keep up the race with a guild for a region, when you can't control it, but have more influence?) has significant game implications.
