Abilities going over caps.

So gathered from players in game the common thought was that all abilities didn't go over cap. Then Runeslayer talked to Dakota and Runeslayer said that passive abilites did not go over cap but activated ones did. I'm asking for a clear cut and dry answer of the abilties that do go over cap and the ones that don't. Doing a great job by the way devs
