Bobba, I suppose you are basing this (at least partially) on the tests we did with the fully capped HI since we did a few tests about rearing and fleeing right before you made this post.
You forgot some things that are important : the HI the tests were made with is fully capped (in all stats) and had a really really good hero in it which allow for morale re-roll on top of 115+ melee / 100+ end among other things.
Other HI, even in full GL gear, are easier to make flee. There is a very big difference between a full GL HI (like you say) and a fully capped one with a nearly fully capped hero on top of it.
Also, when the new GS stuff is in place, it won't be possible anymore to field that kind of unit in pvp (at least for me)
