Units balling up

Although it seems harder now than it used to be it is still possible. I'm quite curious as I wasn't able to find it in the patch notes but does balling up units now have a penalty? When I say balling up I mean stacking multiple units on top of an enemy unit in melee combat. Is there a melee penalty? I'm not talking about the movement penalty either.
