Strange Order of Story Quests Empty

It seems the warehouse 7 quest happens after the Command Center 10 quest in the same quest line, but you can't complete Command Center 10 until well after warehouse 7 is already built. The order should probably be modified so that warehouse 7 isn't an automatically won quest for everyone.
