Update 3-1-2014

First Patch Notes for 2014!  

Fixes:

- The bug causing the havoc in the repairing process has been resolved. Let us know if you encounter any other problems with that.

- A bug causing quests to be delivered to Regions to which players have no access has been resolved.

Changes:

- PvP Tiers have their AP and level requirements changed.

- We have made a change to the Drop Rate bonus given by items. There is now a chance to gain an additional fragment (max 2) if the Drop Rate bonus given by items is sufficient. If the final drop chance is over 100%, there will be an additional roll for another fragment.
The drop chance of the second fragment will be [total drop chance - 100%] and will cap at 50%. This change is not valid for CO-OPs.
