Transfer not working on lower ranks?

Was trying to transfer something to a guild mate and he was having problems.
I tested myself and all was fine.

However he says when he tries he cannot view his items as it says that function is for leaders, treasurer, etc.

He was unable to provide me a screenshot (didn't know how....)
So even though I was able to send him the resources, he was unable to collect them due to a permission problem. His rank is "Officer".

I'm currently a recruiter and that eye button is greyed out for me as well.
