Leader and recruitment problems Empty

Our guild leader demote himself to diplomat,and now the guild is without leader.Has only vice leader and the problem is that the recruitment is open and have space to recruit players but other players cant apply in our guild.Is this because we dont have leader?If yes can the vice leader take leader's position?
