This quest is not possible since I am not able to fight at insane/suicide levels (my barracks level is too low), which is a requisite for the hexes adjacent to the enemy Capital (regions 89 and 92).

Presumably, the issue would also occur for Defend a Region quests if were ever to control said regions.

Further, if there are "Attack a Region" quests for the enemy Capital, I'm guessing those might have a similar bug.

Edit: You can fight...if you click the quest icon on the map (but you get insane difficulty I believe). Intentional or oversight?
