Not sure if this is really a bug but right now I have two MVP quests. The problem is that one quest only requires 2 MVPs and the reward is an UNcommon weapon fragment. The other quest requires 3 MVPs and the reward is only a common weapon fragment.

This is not a bug since fragment rarities are randomized and not fixed to a quest difficulty. Of course, higher difficulty quests have higher chances of rewarding a rarer fragment.
