Of course he's an elf. Who else could be so annoying to give mostly pvp quests to non-pvpers and Pve quests to Pvpers. Not to mention that song he hums from Rudolph the Red Nosed Reindeer (We are Santa's Elves).
That's like saying its undead only still alive or an orc with a costume. Makes no sense.

Cmon open your eyes. Mulcular, not girly, no long hair, no high helmet, potato nose, no fancy clothes, no jewelry. How could you even consider that being an elf in this game

If you're referring to classic images of elves then notice the size of the birds. He would be no bigger than a dwarf.

Yes, Elves in the 19th century were often associated with faires, etc., and were much diminutive than our concept of modern day elves.
As I [not fully] understand it, Tolkein popularized High Elves as much more tall & slender.

Here is the relevant section:
J.R.R. Tolkein writes "very little akin to the Elves & Fairies of Europe" ... and then goes to explain how his elves are different (taller also of course)

I'm not the artist who made this (hell, i'm not an artist at all. Not even close to one), but according to the dress code of BC I would vote for human. It's far from a decisive vote though. Maybe it's a Quest Faerie, thus being as tenacious as it is.
