When hover over an region with defence, the window with the "Cps-Number" shows up. When i then hover over an region, without defence, it keeps the shown "Cps-Number". Seems that this not happens to everyone.

It happens to me too. Once I've hovered over a region with walls, the window shows the same defence value no matter what region I hover over after that. For example, if I mouse over a region with 9.4%, it shows every subsequent region as having the same value. This continues as long as I stay on the map screen. If I go back to the city screen, it gets reset.
