Well it *may* be the long rumored third Dawn faction .... #51 would be a good region for the Dawn faction to make its entrance ...

we found out that this happened due to concurrent updates in our database. Safety locks have been added to prevent this from happening again and will be applied within the next patch.
Now, since the "neutral area" drained percentages equally from both factions, we've decided not to take any further action.
